The anime is better in my opinion
Reason#1
The anime makes the scene slower and bit more dramatic then in the game.
Reason#2
The anime makes Arsene's appearance more dramatic with giving him his speech before you can even see him.
P.S
There is still a ton of thing the game does way better than the anime, but it does have it moments.

I know I'm 7 months late to this but-
the scene is longer and slower in the game, and Arsene has his speech is before in the game also. Plus in the anime they just shortened the dialogue.
The anime has its moments but the things you mentioned are either in both or the game doing better (like it being slower)
