It looks like I can accomplish DLP through a DLP policy or a Sensitivity Label. Which is better? I just want to set something up that with automatically encrypt email based on a sensitivity type and will work with external recipients that may or may not use outlook.

Hmm. So I create a Sensitivity Label first and then use that in a DLP?
