It looks like I can accomplish DLP through a DLP policy or a Sensitivity Label. Which is better? I just want to set something up that with automatically encrypt email based on a sensitivity type and will work with external recipients that may or may not use outlook.
You can do either, but the easiest would be to just do a DLP policy. This video on exchange specifics will show you how to do that exact type of encrypt policy. ruclips.net/video/xNtUJxsPeyc/видео.html

Hmm. So I create a Sensitivity Label first and then use that in a DLP?
