This country isn't like every country. Those countries most densely populated regions were coastal. India is a different case because of the great rivers that come out of the Himalayas. And you just can't ignore the majority of the population and just invest everything in south, that's honestly most stupid thing you can do. There are other ways to tackle pollution, look at Switzerland they are surrounded by mountains from all the sides.
