Jigen is stronger than madara in terms of power. but compared to madara jigens stamina won't last long and madara can't die either cuz of ten tails...until jigen finds a way to stop madara's regenerative powers he won't be able to defeat him. Madara can actually defeat Jigen, but isshiki is a different story
Jigen's only known weakness is the strength of his body, which cannot handle an Otsutsuki at full capacity. So as we can see Madara can actually defeat Jigen it takes much much more time to kill madara it's because of his Regeneration even if you cut madara body he can still be able to fight.

Some people might ask WHY??? You don't forget that Isshiki can play down anything in this world except for a living being other than himself so isshiki won't work with ninjutsu like gudodama, bijuu dama , rasengan etc. any jutsu can be twisted until it is destroyed from the world by isshiki including the whole Kaguya's technique can also be tweaked by Ishsiki so all of Kaguya's techniques won't work against Isshiki All results, Kaguya has to use taijutsu to fight Isshiki yes you know Kaguya is weak in taijutsu so fighting Isshiki in taijutsu is useless so the one who wins is ishiki (if in taijutsu, ishiki can beat Naruto rikudou mode and Sasuke rinnegan Tomoe mode crushed and beaten completely by isshiki who is not yet full power) which proves isshiki is a lot stronger.
And the thing to remember is the rules of the Otsutsuki clan in a paired way according to the information found to be the captain / boss in a group or team it is the otsutsuki who is the strongest in their group and explain in chapter 35 there are indicators that the Isshiki is the boss. Kaguya becomes clear that Isshiki is stronger than Kaguya.
And another reason is because ishiki is the type of otsutsuki planner and likes to think deeply, just like Kakashi and Sasuke it's not like Kaguya who just attacks without a strategy even kaguya still has to be guided by a black zetsu to fight against team 7 right? so it is clear that fighting Kaguya actually win isshiki because the technique isshiki even though it is simple but very strong Kaguya is very strong but ineffective because of the many gaps so that Naruto and Sasuke can easily avoid Kaguya's attack first now you just look at Naruto and Sasuke being totally beaten up by Isshiki with a simple technique that has been this indicates an isshiki technique even though it is simple but much more effective than Kaguya's strong technique but less useful move.
Also to add Kaguya Otsutsuki has a Six Path mode while Isshiki Otsutsuki has an Eight Path mode which of course has greater strength than Six Path mode.

His timing of trying to attack konoha was very bad😂 actually since he could not go back to kawaki after ishikki had to forcefully come out of jigen after kashin koji betray him and use powerful fire style jutsu on his body crack in which he had to forcefully destroy the body and come out as ishikki meaning he had to take karma away from kawaki to arise....
