I was stuck with a pair of S&W police-grade cuffs tightly single-locked on my wrists for a week but I ended up getting an off-duty police officer who was working security at a nearby Tejano club to unlock them. He just called the boys first and made sure I hadn't run away from anyone that day or so.
Those torches are literally hotter than the surface of the sun and the flame is like two or three inches long. Even if you were able to position it just right and were an expert in using one, there’s now way to cut the cuff, which requires the melting of metal, without seriously burning the persons wrist. Very bad idea.
