Do we care about player welfare or are we not letting forwards protect themselves in the lineout? Which is it World Rugby?

Do I gather correctly that the issue was the foot position of the players bound immediately to the jumper? It could be said that letting them "protect themselves" by the means illustrated lets them have their cake and eat it too. They could always choose to be in a better protected position by having their shoulders behind the jumper's hips.
Since the time I played, so many things have been done to provide attacking options in this situation -- allowing binding early and lifting, instead of the former spacing requirement -- that now the consequence is that they hoist someone into a vulnerable position and keep him there, while forbidding the opposition to undercut him directly. So the solution is to change things even further in favor of the attack??!
We used to bring the ball down quickly and bind over the jumper's back. This achieved the aims shown in the video.
