The mgs in universe had someone named Donald Anderson who was the DARPA Chief He was apart of the mgs3 support team under the code named Sigint. Apparently when you do call Sigint when you equip a box he calls it stupid. Guess he left out Big boss's notes out. Smart enough to make an Unlimited ammo Liberator which was far more effective then the real thing and some of the best gear.... disregard a box and its effectiveness
