Being a Hyderabadi I must tell you that Kolkatta stunned me with the quality of the food at unbelievable prices I think none other city can match their prices across india.
Not only food, everything is cheap in Kolkata.

There is a similar vendor in new town opposite to DLF IT Park and he used to serve chicken biyani which is much more tastier and more hygienic. It was about 60 per plate. Now I came out of India since sometime and I miss it. Please make a video of it.

In West Bengal lots of biryani shop has been closed because they used to serve rotten chicken and dog meats, I stay in West Bengal (Malda) in my place as well as in kolkata lots of big hotels and biryani shop has been closed by police. Be aware when you come to West Bengal and think of eating biryani and other meat items.

Have you ever bought chicken from local shop??what is the price..it's even cheaper than some vegetables..only 150 rs per kilo..means so cheap..so no wonder that one piece with some rice can be sold for 30 rs..get some common sense..( note : I have not tried any of such cheap street foods..but this is general concept )..
