For someone who has got the central idea, this passage is easy, but for someone who has not got the central idea, this passage is very difficult. He might get all questions incorrect.

In Q3 C) they are not willing to rectify unless public oppose then.
D) they are willing to rectify but its rare.
Option C is more appropriate as it challenges the main idea....the judge do not use their intellect to rectify them. They do only when they are forced.
E cannot be as its says they do rectify it(even so rarely but do)
