These takedown notices are examined by Google, they don't just start blocking links without investigation. Though filing them in the first place is bonkers.

thats the tricky part with google because results depend on: a) where you are b) who you are c) who you know d) who you don't want to know e) what you buy, f) name your variable g) i could, but i wont do the entire alphabete :) the best way to reduce google's power: logout and block them cookies :D duckduckgo is a good alternative.
They could easily block people in the US from accessing the website like they do with youtube/facebook/etc. in some countries, I don't know why they choose to do it the hard way.

Google doesn't have to accept the DMCA notices, but, if they don't remove the links, and suddenly there is a lawsuit over a link, they would find themselves as parties in it, which is what they don't want. So it's in Google's best interests to take down the content - let's just ignore for now the massive amount of harm being done to the concept of free speech.
