He found out as soon as Weyon said "They would pull all forces from the Federation". Reason is that Romulans never in history retreated all of ships from any border. They would not expose open Border to Federation. Thats why as soon Weyon said that Romulan already knew its fake and just asked for device to tell hes officers same.
In truth, between the production capabilities of the Dominion and the masterful intelligence-gathering abilities of the Founders, Romulus already had more than enough reason to join the fight. Their best bet of fighting the Dominion was most definitely to prevent them from getting a foothold in the Alpha Quadrant. Really, the biggest surprise is that the Romulans didn't "join the war" by stealthing up to the wormhole and caving it in. That would have caught the Dominion completely by suprise and crippled them more than any other conceivable attack. Plus, immediately joining the war effort against the Dominion would have silenced any outcry against them for the wormhole's destruction.
That episode's scenes are so epic, relevant for these days we live in. Even now in geopolitics and war around the world. Friends, alliances, enemies neutral parties. Thar what makes up the world now. Deep space 9 is a masterpiece beyond isn't time.❤
