Sufjan uses lots of epithets to describe his mother in the album Carrie and Lowell. I had always assumed that this song was expressing the painful irony that when Sufjan finally trusted his mother enough to let her raise her right hand (or affirm) that she wants him in her life, she instead raises a red flag (a symbol of danger or warning, referring to her terminal cancer), but I didn't realize until he told us the story of the "Blue Bucket of Gold" that the story represents his mother. The gold that he wished to find in his mothers heart was really just a myth in the end.
Fun fact: the reason why the album version sorta just has a slow ambient ending is because he didn't know how to say goodbye to his mother so he sorta just ended it there
