This show leaves more questions then answers.
I can answer about the question about Penny's parents you see her mom or dad were probably the brother or sister to our hero and they probably were killed some years ago prior to the show since he was the only living relative who can take care of her 🐕🐕🐕🐕
Captain Crunchy, I always assumed he was a detective that got injured on the job and was saved by becoming a cyborg. Or that theory that the real gadget is doctor claw after he was left for dead and the cyborg was made to replace him after he was presumed dead.
The show is still enjoyable BUT it would've been so much more entertaining if Gadget ACTED like an inept idiot only to reveal his actual competence after catching the criminals
