Wah Chang was a legend, having worked on The Outer Limits, Twilight Zone, etc…, Roddenberry paid him under the table to create props, aliens, costumes, and models out of his garage workshop, whenever he wasn’t satisfied with a design (which was often), then lie about getting items off the shelf, but that scam didn’t always work with the prop makers union, which is why the Romulan Bird Of Prey from Balance Of Terror was suddenly abandoned and the Romulans had adopted Klingon designs in the episode The Enterprise Incident.
The real question is if ending is if Balok is sincere, though it probably is. Kirk is doing with Bailey what he lets Khan do with the Enterprise's technical manuals. It's sequel time, hehehe... but Bailey's initial reavtions and ultimate decision do feel genuine amd makes for a great episode. Balok sounds like Q from "Encounter st Farpoint" with the talk of the ship built by a savage species. Kirk's chivalry is certainly unique.
The whole ending was to get rid of Bailey. NBC issues a memo at the head of series filming asking for more Black and Asian crew on the bridge. Roddenberry wanted Takei not to be hired for the series....NBC basically overruled that. Bailey (Anthony Call) had been hired for communications (radio officer). Gene had a mistress that could satisfy NBCs black quota....so Call got the boot in affirmative action and Uhura was created in a drab yellow dress....so they featured Call as the priblem.child that was handed off to Opie's little brother. This was series film episode 1. Uhura and Rand got hot red dresses afterward.
