Mr. White would be very unimpressed with your scientific methods. You have 36 grams of composition but you have no idea the formulation of the composition. Nor can you measure the air content in the shell or the strength of the tube and plugs.
I'm more of a fly by the seat of my pants close enough kinda guy with this. When I build my own shells I run a tight ship but ripping stuff apart close enough is fine.

On a standard 1.75 fiberglass tube yup. The longer the tube, most likely the better the height

There's plenty of non sparking ways to cut through cardboard and you can get empty canister tubes.

I've mentioned before, I don't like the way you disassemble shells. You can use a brass awl to perforate the shell and not skew weights
