I GOT A LEGENDARY SILVER DRAGON FLY AT DAY NEAR THE RIVER! I WAS ONLY DOING THE TIPS FOR LIKE 5 MINS TO! ( I got a total of 6 and one was the silver dragon fly! )

BUT I would love if they added a book or journal or something that tracks them or something like that, but I can see how that could be difficult…

The bugs do spawn on the mountain, i caught a few there. it's mostly at the base of it though
