1. It should be made statutory body similar to NIA 2. Concept of general consent should be done away with 3. Vacancies should be filled on time --> Hire more direct recruitees if state police official are reluctant to join 4. Provide more autonomy in doing investigation --> Political interference should be eleminated 5. It should have atleast one regional office in each state to tackel looming cases of curruption 6. President of India should be given special discretion to appoint its director 7. Transparency in functioning should be increased by posting the non-confidential information on public domain and making the necessary changes in the RTI Act.
Though the discussion on the powers vested CBI it is absolutely necessary to ensure that Judiciary should view the cases on the real merits of criminality irrespective of the position popularity influence and impose punishment within reasonable time limit and cases should not be dragged indefenite period of decades
