The three buzzes are a thrice-repeated databurst. Get an emergency radio, and it will decode them for you just like the systems on the broadcasting infrastructure do, showing you what kind of alert it is and (if you put your location's code into the radio's settings) will ignore anything that doesn't concern you.

Back in 2014, whenever they test it on the radio, a speech clip plays before the tones. And it gave me enough time to turn the radio off. Sometimes I wasn't fast enough :'(

For anyone asking why this sound is so terrifying, its supposed to initiate your flight or fight response, it causes anxiety, fear, and the urge to find a safe place to hide/take shelter. There ya go there's the explanation
Fun Fact: When the EAS was being conceived to be a revamp of the EBS, the FCC had looked for several emergency tones and decoder tones for not only the ENDEC system to trigger, but to get the alert attention of the viewer. When they found this signal, the FCC rejected it due to the likelihood that the tone would cause panic. They realized they couldn't change it any other way, so the FCC re-reviewed the rejection and went forth with it. Now, we have to deal with the ZCZC-PEP-(Alert Code) decoder tone and the EOM Burst. Just be happy this isn't the Canadian one..

The frequencies are a fraction of a second long and played one after another, such a short time that our brain morphs them into one harsh sounding tone. This is done 3 times to ensure all data is received, and none is lost. Those are the first 3 sounds that you hear at the beginning of every eas alert.

On TV they only had a little banner on few channels, and on radio they were only like "ah, don't get spooked when the sirens start to howl", and continued their normal program. Just the thought that something terrible is going on, something that's not evident right this moment, but will inevitably reach you and your area (from the perspective of someone who lives in the respective EAS' country).

Imagine being in a restaurant that has multiple TVs on the walls, with the volume cranked. Now imagine an Amber Alert sounding, with those tones and a garbled synthesized voice, and repeating every 5 minutes, for 3 minutes at a time. Bad enough for most people. There was an Amber alert for Indiana a few weeks ago, It was for a child abduction in a populated city. But thank goodness I thought it was going to say "This is not a test"

Im i live in Canada so i dont have deal with this thing however there is a canadian version of this but it's not that scary the only thing that is scary is the sound but you can exit the alert so yeah
i keep on watching these videos so that im not scared when i hear that noise, but i still get an anxiety attack every time i hear it

When I asked my friend if he's ever gotten emergency alert systems on his TV, he said, "yes. They're so annoying." When I asked my uncle the same thing, he said, "yes, but they don't scare me at all."
Imagine being in a restaurant that has multiple TVs on the walls, with the volume cranked. Now imagine an Amber Alert sounding, with those tones and a garbled synthesized voice, and repeating every 5 minutes, for 3 minutes at a time. Bad enough for most people. Total-meltdown-inducing for those with Misophonia or 4S or Asperger's. Been there, seen that.
There was an Amber alert for Indiana a few weeks ago, It was for a child abduction in a populated city. But thank goodness I thought it was going to say "This is not a test"

And everyone's phones make that ear-piercing noise that accompanies an Amber Alert.

The first 3 "beeps" are the digital data that allows the EAS to work even when all other communications fail.
Yeah I know it's scary as hell but it's supposed to be. I think it's one of the most effective EAS out there. Most other ones worldwide just have sirens but the EAS is really unique

nobody really "adapted" or "got used to" the EAS, it still scares the blue shit out of me, and this blasts when there's no weather coming in, then i know from that point on, the world will be changed forever, and it'll make 9-11 look small
I don't get scared by it, it's suppose to alert you for emergency events.. I believe it's one of the greatest systems that still works today!!
