I think there should be a certain temperature threshold for hot weather to be called a heatwave. For example, 30 degrees Celsius in the UK might be considered hot whilst 30 degrees in Australia is normal.
A heatwave is a prolonged period of abnormal temperatures in a certain area
People acclimatise to the average temperature of where they live, so you cannot have a definitive threshold.
