Back then, since personal recording devices weren’t commonplace, concert organizers were worried about people who could record the concert and later sell off the bootleg to other people - thereby benefitting off of the artist without their consent. Therefore, they forbade audio/video recorders to try and make sure that didn’t happen.

Probably the Fly like a bird issues was the Reason this NY's concert can't be official DVD of The Adventure of Mimi. Just like they didn't include the Fly like a bird video on Pepsi Concert 2006, cause Mariah had issues on singing it.
