That's village land...he will get a title in his name I guess. In Africa, village land is always different from municipal land. Different laws etc. well...I found that land laws are different in Uganda.

In Kenya a foreigner leases a land but no title deed....after every 10yrs he needs to renew the papers with the previous witnesses or the first party "former owner".....But some foreigners they do decide to resale
