So this may be an unpopular opinion, but to me Hojo is the true villain of FF7. He murdered Gast and stole his research, leading to the discovery of Jenova and the creation of Sephiroth. He was head of Shinra's science division so it's reasonable to assume he came up with the formula for Mako energy, leading to the planet's anguish. He murdered Vincent in cold blood and turned him into a monster. In every event where the party members have suffered, Hojo's fingerprints are all over it.
He’s Sephiroth’s dad and basically makes sure everything goes according to plan. Hojo is bad lol I think it’s tough to name ONE true villain with everything going on, but yea, Hojo suckssssss lol glad people notice
Anyone who did their proper homework on FF7 lore would know Hojo is real villain of the series. Between playing Crisis Core, FF7 and Dirge of Cerberus, Hojo is present in all those games. His son Sephiroth is just a face villain while Hojo (and Jenova to a degree) pulls all the strings in the back.
Hojo Is the japanese translitteration of the italian word "odio" which means "hate"...He's the true responsable for the great parte of the horrors which happens and has been shown in FF7,and yes,i believe that in the last parte of the trilogy the devs Will allow us to give him the end he deserves,this time once and for all

Jenova is a malignancy of the planet and everyone injected with her cells would still attempt to reunite with her. The primary difference is that without sephiroth, who upon falling into the life stream, learned all of the secrets of the ancients and of those who followed the ancients. So he found out about the black materia and planned to use it. Without that knowledge and that plan Jenova would be much easier for the planet, and shinra even, to deal with.
I was so pissed that Odin got taken out by that back stabbing edge lord. I didn't know that was going to happen and had to deal with that dingleberry Gilgamesh.
Kefka is the craziest villain I know, not because he wants to destroy the world but the whole galaxy and universe also just because he finds it funny and just enjoy the chaos lol
IMO, Hojo is the villain of the entire arc, Sephy is more like a guy with mental issues due to tragic childhood and failed education, just that he happens to be a demi-god...
Ultima from FFXVI should be on this list. He just lacks any empathy, his appearance is unsettling, and he is capable of manipulating people to do his bidding. His voice is truly haunting since it sounds so robotic. Just like Kefka, he changes the feel of the game two thirds of the way through.
I would put Ultimecia up there too. Not only because of what she’s capable of doing, but I remember being legitimately terrified when I saw her final form and heard the music when I first played it.

I recently played ff16 and wow was I scared of King Barnabas/Odin! He literally cut the ocean in two and has a horse with 6 legs! He was crazy intimidating 😅
Barnabus should be up there with the most disappointing Boss in any final fantasy game. He was about as intimidating as a wet rag and his battle was about as exciting. Bahamut was a hell of a lot more fun and the summons prior to bahamut were a shit ton more intimidating.

I believe Kefka is also the only villain who has successfully ruin the world while in all other FF villains were stopped before they could do too much collateral damage

Whereas Ardyn's whole goal was to die and take the Line of Lucis with him. Ardyn slowly became my favorite villain the last few years, Darin De Paul can do no wrong lol.
Ardyn and Caius accomplished much more heck even Ultima did way more damage than Kefka but doing damage wasn't Ultima's goal so he doesn't quite count but Ardyn and especially Caius both did more than Kefka ever dreamed of doing Ardyn systematically destroyed Eos for 10 years and killed most types of lifeforms and Caius doomed Pulse and Cocoon to the point that the world creator of the XIII planet and lifeforms to come back to "fix it" lol
Jenova, Sephiroth and Hojo would have me running in the other direction within five seconds, not gonna lie, lol. Hojo trying to breed Aerith with Sephiroth is SICK AND INHUMANE! Yeah...if he came in my path, I'd 100% make a complete U-turn in the OTHER direction! Sephiroth is TERRIFYING! But really, REALLY SEXY! Tyler knows what he's doing and IS 99000% amping up the CREEPINESS factor for my favorite FFVII antagonist!

@@EvelynL.1112 I'm not much for some iterations of Joker myself but there are so many of them that i find myself really liking some of them Joker is a 80+ years old character that has gone through many changes so it's a very nounced thing and it's hard to generalize Joker Kefka on the other hand has 2 iterations i have experienced (one in VI the other in Dissidia) i didn't much liked either he did have a badass laugher tho as for Pennyweiss i can barely recall a thing he did or said lol
Seifer's a loser. Ultimecia is the real scary threat, she possesses sorceresses from the past many of them innocent women like Edea and Rinoa, and her plan was to cause time compression, destroying all of reality into a temporal singularity, which is a greater threat them any final fantasy villain before or after.
He really isn't though there's a lot to barnabas' character in story that makes him a very intimidating person with his ideology of really truly blind loyalty is very interesting but just say "16 is fully bad with no redeeming qualities" final fantasy fan base I swear
