When we are reading with "Read PDF with OCR" then it's treating the normal text also as image ?? i mean it's extracting the entire txt with it from normal txt to img txt ..so ...?

Generally, Yes, most of the departments will use Adobe Reader to read PDFs apart from couple of other departments like Admin or finance lines of services who needs to generate invoices or edit previously created PDFs may use the full Adobe Acrobat Pro license versions. The license are distributed only to specific departments who really needs it! Not to all employees in a company!
