Creating a Block at WCS 0, 0, 0 in UG 16 vs NX 11.

Comparing the steps required to create a Block feature at WCS 0,0,0 in UGv 16 vs NX 11. The challenge was to produce the result that was obtained in v16 using newer dialogs and to place the Block at the 0, 0, 0, coordinate of the current WCS.
