because the attacker leads with his head and deliberatly lowers it making it virtually impossible not to hit the head even if you're attempting to make the contact with your tackle around waist height. The insanity of this puts so much responsibility onto the tackler that it's unfair. All a player has to do is put their head down and can virtually assume the opposing player will be carded, utterly ridiculous. Even if you legitimately aim to contact around the weaist area, you have absolutely zero time to react to go even lower, the whole facet of union, and indeed league regards contact to the head when it is the ball carrier that is deliberately putting their head first into contact needs addressing. Yes some players are reckless in the tackle, and too much that is deliberate in its intent, I've seen too much of it since I started playing in the 80s, both watching pro level and playing/watching senior amateur level, and that rightly should be stamped out. We also have the false narrative regards CTE/alzheimers etc in rugby circles, as yet no evidence that former players have an above average problem in their demographic over and above the general population. That's not to say I'm for all out recklessness as per American football (which creates its own brain injury problems by wearing helmets), far from it, and I never would consider it okay if I'd have ever struck an opponent in the head (I never have playing second row and flnaker in union) but the way things are going in both sports it's slanting how things are regards responsibility and not actually protecting players at all, rather encouraging players to stick their heads down and hope for the best. If they get soarked then they get a replacment, the opposition loses a player.

If Care had made the tackle in the position he was in when the ball was knocked out then he would've been ok, but he moves his hand towards the players arm when he's on the floor and thus its illegal. If he was on his feet and had clearly released the player then he could've played at the ball. Its a foul because he's A. Not on his feet and B. Hasn't released the tackled player before playing the ball
Once the ball is played or released, players on the ground must immediately either move away from the ball or get up. Sanction: Penalty. A player on the ground without the ball is out of the game and must: Allow opponents who are not on the ground to play or gain possession of the ball. Not play the ball. Not tackle or attempt to tackle an opponent. Sanction: Penalty.
@@KennethMavor Tackled players are allowed to pass the ball from the ground and the timeframe in which they are allowed to do this has increased. The tackled player was attempting to pass the ball up from the floor when Care stopped him and was penalised in the process. So in this instance, the tackled player was allowed to play the ball on the floor but the tackler wasn’t. To me that is an inconsistency in the law.
The defence for Tizards try was laughable tbh! Radradra (great player) just seemed to look at the gap and keep strolling backward. It was an unbelievably huge gap
