When you're facing opponent with AoE, you can use hierophant's Laws tarrot, it gives homa more tankiness, and the secret effect increase your single target damage/heal by 20%, works pretty good if you're not using hashalaram carnival and have bad roll on other tarot
The first part of Rampage Archer allows Homa to use her basic attack on adjacent enemies. Not applicable to Tangling Flying Knives since TFK already has a minimum range of 1.

rampage archer only gives buff and doesn't attack?
Rampage Archer is a passive skill that buffs ATK and Crit when an enemy is within 1 tile of Homa.

Yes, when Baloor is on allies, it is considered out-of-turn damage for Homa, which is why Irian Combat Bow/Tower tarot combo are not bad to use.
