When you have democracy the minorities rights tend to get voted away by the majority. The best system, so far as we know, is a Constititional Democratic Republic. A constitution limits the government from exercising tyrannical powers, democracy allows everyone to take part in the political process, a republic prevents "mob" rule. Or at least that is how it is supposed to work.
You can make any system work with the right mindset. Democratic government probably isn't the best out of all the possible choices though it's likely not the worst either.
