    12 ohms resistor is parallel when we short circuited 32 volts so 12 ohms resistor acts as dummy resistor. At @23.30 seconds please verify.

      12 ohm resistor is not dummy resistor beacause the short circuit branch has a resistor in it i.e 4 ohm so the current will divide and will flow through 12ohm as well. If no resistors were present in the short ckt branch then only whole current will flow through short circuit branch because of no resistance and 12 ohm will act as dummy resistor.
