There is a joke here in the Philippines mostly in the metro Manila area that the authorities build roads and then break them up by the next year and left them for years unrepair then they repair the road that lasts longer than a year then they will repeat it again It comes out to be a corruption scheme now it's rare to see it

As a filipino, I can confirm this true. Manila is the most dense ciy in the world because of the number of traffic, people using cars on the roads and lack of skyways.
It becomes super densely populated because manila or metro manila has become the center of economy ever since. Right from its colonization from spain, japan and america for about 380 years it becomes the center of trades. At those years, because it has the best access to the port, businesses grows there and even then people travels to manila for job opportunities. As years go by, the Philippines gain independence, and manila even grow its economy and more and more people go there to work. Because of its city's wealth, the government becomes greedy for incomes that they didn't mind managing the city. Even public transpo is super bad. That's why it becomes so crowded, densely populated and super traffic.

Sadly just by fixing traffic is not the only problem that the country needs small threat gangs occupy and some places and the people in the slums don't even want to be relocated because Manila is the BIG MONEY MAKING CITY after all that's where they get their living from.
