1- because of the dark elixir bowler drank he is now counted as an "anomaly" so the goblin queen doesn't count him as a goblin anymore

Maybe the dark elixir he drank made him disconnected from the goblin tribe so the queen doesnt consider him one anymore, but other goblins do, so in CM he is still a goblin bc theres no queen. Just a tought

THEY HAVE ELEVEL CAPS FOR CARDS IN ARENA'S! WHY CANT WE HAVE THIS IN THE KING'S ROAD?!?!?!?!
because the if they didnt have level caps an arena 12 player with level 9 cards could go against an arena 20 player with level 14 cards and evolutions and get destroyed. The level caps are there to make it more fair
