This line must be reinstated to improve the resilience of the network as a whole. It is even a more rational route to Cornwall than the sea wall. In Tavistock, the trackbed has been built on.

Absolute tosh. There was a rail replacement bus that ran from Penzance to Exeter while Dawlish repairs were carried out. Life went on as normal. Lose this idiotic notion that railways are the economic lifeblood of the country, because they’re not.
Cost ? Well in comparison with HS2 route, a line few people want, it would be negligable. Or does the government have plans to depopulate the SW & move it to Manchester & other northern areas, commuting to London to work via HS2?. As can be seen the roads in the SW are no longer fit for purpose due to overcrowding. To rely upon 1 rail route from Plymouth to Exeter, via Dawlish, is ridiculous. That route is flawed and always has been.

Not exactly a high speed route but there could be a little judicious straightening here and there. How resilient would it be in winter snow?
Nothing an investment in a decent snowplough couldn't deal with, a lot cheaper than the money they spent on keeping the Dawlish route open

Once Google improves the imagery in the area I will redo most of the South West. My voice is exceedingly boring - I wouldn't subject anyone to that
