What level should the new character be to able to access the fair?

You can access the fair on a trial character, and they start out lvl 10😁

I use "MCL" and "Mount Journal Enhanced"

This guy lmao. All you need to do is create between 10-13 new characters and do the quests and get the things and then it's really not that long at all
