The Rapid Railgun is an amazing weapon that absolutely shreds bosses, but you do need to activate it with F7, toggle to the Railgun with left/right arrows and select the new fire mode from the menu.
Also, you really should remember that the I1 Library is in Montreal. Which is a really interesting town because reasons. Anytime you are stuck, you can probably find your way via a Montreal.

12:40, the railgun alt (right clicking with the railgun) can be used to steal health, and it also has a shortcut on the keyboard, R
The normal laser can also restore your entire shield if you hit an enemy with it, the default shortcut key for that is C
as for the rapid railgun upgrade that you got, press F7 and use the arrow keys until you reach the railgun
