That just limits the output to the blue and purple part of the visible spectrum, which is not the same as UV. It won't make UV-sensitive items fluoresce, like the invisible ink used on some forms of paper money.

I made this lamp like you did and tried it & then tried my real blacklight and it's not the same kind of light it might be just UV light but i don't know much about UV more then glowsticks and it kind of looks like it
The multi-layer blue tape on cell light is close but not quite right. This video is missing the purple filter layer. Typically its 2 blue layers and 1 purple for basic blacklight function. Give it a try and you'll be amazed to se it actually be a blacklight. Very very weak one but still somewhat one.I know this is old and very funny to see this DYI black light stuff resurface again for the 3rd time. The 1st time I did this experiment was when i was 10years old. I saw it reappear in again in my 20's. now in 30's and its back. Funny how history repeats.
