It's a cool and unique power reserve display. Unlike most GS, I would prefer not to see the PR on the dial side. However, this does not interrupt the main dial and it's finish with an offset PR indicator. I also like it keeps the conservative dial design dynamic as the PR ring and its pointer could be any position, but, it is still easy to read, yet, kind of just blends into the background. A nice revived model from Longines.
On the topic of water resistance Longines and Omega test their watches and state that even 3 Bar is fine. If you download the Longines instruction manual, they have a table and it says 3Bar swimming/snorkeling - yes. The strap would obviously be damaged.

I really do not understand how this power reserve works. A disc rotates, but what about the hand? Does it also move. Kinda awkward.
Looks like the hand is fixed at 11 and the number ring rotates
