You should correct this: You should add return type to the method also. In case of generalization, parent class must have protected access specifier to visible in child class. So, LibraryMember class must have protected data members as name, Id then only it is visible in Student, Staff child class.
I think relation between Library and library member can be Composition.
Like if we remove library there will be no library member available.

actually + and - are access specifiers
+ | means public
- | means private
# | means protected
~ | means package access
usually attributes are private so we use (-), and member functions are public thus (+) sign.

Identifiers are tried to not to be accessed directly instead. ( identifiers are - )
To access identifiers, functions are good choice. ( functions with + )

Minus sign is not for attribute
It denote private
And
Plus denote public
It is also used to denote attributes and functions. You'll get to know this when you create a class diagram in Star UML.

Sir there will be a composition relation with books as well . without books no library can exist.
here composition relation means books can exist independently not library just like previous example of car and engine.
