You know, mentioning small monster desync actually gives me an idea. What happens if the host kills a small monster and has it land on top of the tail on his screen? For other players, the small monster will be elsewhere, so where does Deviljho go to eat in that instance?
Plus, when Deviljho eats something, you become unable to carve it, right? What happens when Jho is visually far away from the thing that it's eating? Does it cancel the carves of the small monster miles away, or does it cancel the carves of the thing closest to Jho?
This is no longer about eating the tail, but there are mysteries still to be solved...

In MH4U, I saw a Deviljho eat his own tail. The quest was taking place in the arena, where he had nowhere else to go and nothing else to eat. I may have been unnoticed by him when he did it (farecasted and came back after a bit), I can't remember, else he probably would have spammed his pin attack to eat me instead. Maybe worth trying to replicate in World: cut the tail of a Deviljho in an arena, wait until he is tired, then farecast away or use smoke bombs.
EDIT: Actually, I may remember wrong. I tried to repeat the experience in MH4U with Deviljho in the arena and he never ate his tail, even when I fastcaster away and came back with smoke bombs when Deviljho lost sight of me (even when his tail was right in front of me, but maybe he ate his tail when I was not here?). Today is the first day of me hearing about this debate. I could have sworn I seen it happen in 4U about two or three times. Stuck mainly to single player, sometimes carrying para and sleep meat. Usually conserved them because I didn't want to waste them.
I remember it being in the area where the Diablos fight cutscene happened. This was a few months after its release. My early 20s.
I could be misremembering. I thought I remembered it eating his tail then leaving the area. I go to try to carve it and I couldn't.

Back in the the day when I put over a thousand hours into tri, I ran sword and board. When deviljho came I vividly remember him eating his tail when you severed it, and tried to carve it IMMEDIATELY after. He would push you out the way, then start monchin. I remember using my hello kitty keyboard to type to other hunters warning them NOT to carve after severing tail cuz he'd eat it. I know you said you did a BUNCH of testing, but did you consider that an option?

I remember him eating his tail the first time I really hunted him, and I remember this because he picked it up and went off with it before I had a chance to carve it, like what Odogaron does carrying those giant meat chunks.

I've without a doubt in my mind, seen a Deviljho eat his own tail. It was in tri on the volcanic map more specifically in area 4. Unless someone rips apart the behavior data and can show me that there is no such behavior, or unless several devs come out and say that they never programmed it to, I am going to continue to believe that Deviljho can in fact eat its own tail.
