Actually, if you watch the scene where Palpatine arrives on the Death Star, you’ll notice that he carries a cane there as well. It’s not really because he’s old, he just likes to pretend that he is weak.
Also, the Palpatine that comes in Palpatine’s Shuttle has a lightsaber and no Force Lightning, but the hilt is silver. The version in Death Star Final Duel also has a silver lightsaber, but he’s now appeared in a newer Darth Vader Transformation set, where he now has his gold lightsaber hilt again. The idea for the different colors of the hilts is because Palpatine’s backup saber(which he dueled Yoda with) had a darker finish than his main saber(which he used to fight Mace Windu and the other Jedi). Hence, the different colors.

The last palpatine does not come only from the death star duel set, it also comes from darth vader's transformation.

The Emperor actually has a cane when he lands on the Death star in return of the jedi but due to the lighting and the way that it's shot it's very hard to notice.
Palpatine's arrest where one of my favorite sets as a kid and as an adult I'm still so happy to have it and the rest of my Lego Star Wars collection. You get so many great figures in the set which are awesome when you want to more Jedi without needing to buy alot of sets and I can't believe I actually bought on sale for like 40 dollars cheaper if I remember it right which is a huge steal.

Actually, Emperor Palpatine had a cane in episode 4, it was just a bit hard to notice because of his robes.
You can almost see it in the famous imperial march scene when Palpatine is walking with Vader along the docking bay.
