Ive heard that the ralsei replacement may be lancer or something- but i wouldn't be too surprised if it was gonner kid either- In the sense of DELTARUNE, ralsei is a replacement of asriel, a fictional copy of sorts, and monster kid is often connected with frisk in a BFF kind of sense (its a bit of a logical leap but-) But hey That's just a theory

There used to be a really long comment here so I will now explain what I thought in simpler terms. Basically everyone from the dark world is now replacing the role of a lightner and everyone from the light world is now a darkner. Frisk replaces Kris as the only other alive human but what confuses me is that they appear to be in Snowdin. More evidence from Sanston having his Gaster Blaster leads me to believe this is a rearrangement of Deltarune’s light and dark world and Undertale’s underground. There is quite literally no other reason why Frisk could be here, as a simpler explanation, this is still Deltarune but on the timeline it places closer to the original Undertale with aspects from that universe.
