That little shit Ishikawa turns into a huge shit the second he picks that fucking pipe up. There's that one move where he does a very quick swing that always knocks you down, which is the last thing you need in a confined space with over a dozen guys to deal with.
Considering you fight these guys about five million times in game, it makes sense to give them a banging tune. Plus this fight and the later on in the finale - the massive brawl on the street before you go off towards Kuwana's warehouse - are probably some of the best in the whole game. Well, those and the fights in Chapter 7/8 (the ones around Sawa-sensei's apartment block).
While they are a bunch of RK dudes, you have to remember at this point in the story, the only members of RK that Soma is sending after the gang are ex-yakuza, most likely being officers, front liners, or lieutenants, so they’re definitely tough
Definitely the "Elites" of RK given how nearly all RK you fight after Akutsu's death reports directly to Soma. This battle is a prime example of that since Ishikawa has that pipe and you're in a close range area added in with the Kuze pipe moveset's janky ass hitboxes.
