Hi, for the 40” x4, I started pleating my steps from the middle, then followed and arranged the pleats to the sides.

What measurement did you use for the inner cover

I did not sew a separate inner cover. I joined 3 pieces (24 inches each) for the base (flat steps in front). So after making my steps the remaining half of that 3 pieces I joined is what I used to cover the back.
