Steve was getting away with it doing nothing and bullying bradley and taking advantage of him .when u get someone in trouble there are concqunces. However bradley had to report him to the manager. If Steve found out Bradley reported him .He would have made trouble 5 years later Becca grassed him up to the police which led him to his tragic death. Stacey let him get the blame for a crime he did not commit
