I confess that I have the Oppressor Mk II at Michael's Vinewood Garage on the PC and PS4 version. On the PS4 version I managed to get it thanks to the GTA V Save Editor (which allows me to get vehicles from DLC's from GTA Online) and the Save Wizard to replace my original save.
Yeah, Michael is probably the #1 Fugitive on the FBI's list for committing thousands of combatant deaths and billions of dollars in damages, not to count the fact he made an entire island paranoid, they can't even catch him with all the equipment.
