I think the Covey thing made sense that way it suggested in that book they were nomads in the past, than settled down forcely and after the mayor banned the Hob performance they probability assimilated into the 12th sector. So in the books trilogy's time they already didn't exist just their songs. An may be Cetniss had a Covey acestor too to get the skills and the songs.
