My point is, Sasuke chose this path, even dared to attack the kage summit alone. Naruto didn't have much choice in most situations, people were after him all the time and he had to defend himself or make counter attacks because he was a constant target. Sasuke willingly walked into most fights and got over confident, so he was often saved by luck.

The elders probably think about that and sacrifice the Uchiha.

They are, in a way, a threat to other people, so its really hard to the villagers treat them equal.
