They had successfully negotiated the release of over a thousand Palestinians in Israeli prisons for Gilad Shalit (one Israeli soldier) in the past. The purpose of the October 7 attack was not terrorism, but was a military operation to take and bring back hostages to get the politically imprisoned Palestinians out of Israeli jails.
