So what? Courier survived in Sierra-Madre, that God-forsaken undead town, covered in poisonous red mist, ALMOST NAKED. Courier walked Lonesone Road with all of its inhabitants trying to skin, dismember and eat him. He had guts to reason Joshua fuскing Graham, John Wick of Fallout universe! Sure, there was the Big MT, but Big MT is good old goofy 50s sci-fi. My point - whatever Commonwealth has to offer, skilled Courier would easily walk through it. He's not a war hero, yes. He's a wasteland horror in flesh.
