The black car should be arrested because it violated the red light and turned right on the middle lane, so it blocked the truck's path which the truck driver tried to drive to the right to prevent hitting the black car but instead, it slipped which crushed the black car and 2 other cars. Too bad it was crushed by the truck meaning it can't be arrested but speaking of that, Idk why it isn't included in the recreating animation....thing
