He's a former President and thus eligible for lifetime protection via the Former Presidents Protection Act of 2012. He's also a major candidate for President where the DHS Secretary could additionally provide protection.
The local law enforcement presence should theoretically be paid for by the campaign. However, the Trump campaign has notoriously stiffed a lot of local agencies when the bill came due.
