And the Democrats are right. From a fairness standpoint, undocumented immigrants pay far more into the system than they take out. From an economic standpoint, it's far more cost effective to pay for preventative care than ER care, which is mandated by law. From a public health standpoint, it's better to have society as a whole receive preventative care and innoculations against disease. And from a moral standpoint, it's the moral thing to do for our fellow human beings.

I lost my healthcare plan because I could no longer afford it when ObamaCare took over, I still have not been able to get it back. "He (POTUS) shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient." So that's why our Presidents deliver these addresses in the first place. Now, during most of the country's first century, the President primarily only submitted a written report to Congress. (Without any in-person spoken delivery.) After 1913, Woodrow Wilson, the 28th U.S. President, began the regular practice of delivering the address to Congress in person as a way to rally support for the President's agenda. With the advent of radio and television, the address is now broadcast live across the country on many networks. The 1st POTUS's to have his address broadcast via the radio was Harding (locally) & Coolidge (nationally). And the 1st televised address was delivered by Truman (but only w/ limited coverage & time). And L.B.Johnson was the 1st POTUS to deliver a SOTU as we are familiar w/ it nowadays, broadcast nationwide w/ no time limit. Then Reagan was the one to really turn it into a kind of political theater -- inviting guests which the President recognizes during the speech, & really putting on a show for the public. (Makes sense since he came frm Hollywood.) Ppl in the House chambers typically still maintained a kind of old school decorum -- behaving in a very formal dignified kind of way, & they were actually more respectful & willing to meet in the middle in mutual agreement on many (though not all) things, & were not at all so partisian as they are today.. Prior to right around Clinton's 3rd yr in office. It's during that time that Newt Gingrich became Speaker, & he ushered in an era of hyper-partisanship, & things changed and became more vitriolic & tribal. But still, since the 70s it's been normal for the members of Congress in the Presidents party to stand & clap a lot, and for members of the opposing party to do so more sparingly.. And there would occasionally be some grumbles coming frm members of Congress in the opposing party (like 30 or 40 of them -- out of like 600 ppl on the floor) but nothing anyone could identify or really notice.. And there's been eye rolls, even some stink-eye thrown, but no blatant disrespect or outbursts, etc. And the same goes for any formal address the President delivers to a joint session of Congress (like in this video).. Because a POTUS cant even enter the chamber w/o being granted permission via an invitation by the Speaker of the House, in writing. So when these kinds of speeches are delivered they are a big deal.. And members of Congress are supposed to conduct themselves w/ a certain level of etiquette & decorum, and abide by the rules (officially established & on the books) of conduct. Otherwise they can be subject to reprimand & be penalized. So to answer your question, I dont think that there was heated yelling, or reactions like that taking place back in times of old before these things were broadcast outside the chamber.. Because these are speeches being delivered at the podium up in front, not arguments made on the House floor --- and theres a difference between these things. And there have been these formal rules (that I mentioned) in place for a very long time, some were even established at the time of our founding. (And some, like rules re: allowing women in, & updating the dress codes, etc. have been changed to better fit the times too.) Now, there ARE times when the there's a lot more free-wheeling debate -- when the floor is opened to comments or arguments, usually when they are getting ready to vote on something &/or are crafting new legislation to be signed into law.. And ppl may have, & likely did, yell or get visibly upset or argue during these times -- prior to C-SPAN that is -- but I dont know that our elected officials in Congress have ever really gone at it w/ each other in the House chamber like that in the kind of way that you'll see other governing/legislative bodies do elsewhere. (Check out British Parliament for a good example. Or even Canada's, or frm any number of European countries. They get nuts, & on rare occasion even start throwing blows!) From an economic standpoint, it's far more cost effective to pay for preventative care than ER care, which is mandated by law. From a public health standpoint, it's better to have society as a whole receive preventative care and innoculations against disease. And from a moral standpoint, it's the moral thing to do for our fellow human beings.

The only way I could feasibly get health care is if I quit my job, but I can't support a family like that and I was raised better than that. We suspect it's rare that the president gets heckled during a speech to a joint session of Congress, but Rep. Joe Wilson didn't hold back.
"You lie!" shouted the South Carolina Republican. This was in response to President Barack Obama's statements on illegal immigrants.
"There are also those who claim that our reform effort will insure illegal immigrants," Obama said. "This, too, is false - the reforms I’m proposing would not apply to those who are here illegally."
So who's right here? Wilson or Obama?
Incidentally, Wilson apologized for the outburst after the speech, but said he still disagreed with Obama's statement.
We've been monitoring claims about health care reform and illegal immigrants for some time now. Most notably, a chain e-mail claimed that page 50 of the House bill gave free health care to illegal immigrants. That page didn't say that. Rather, it included a generic nondiscrimination clause that said insurers may not discriminate with regard to "personal characteristics extraneous to the provision of high quality health care or related services." So we rated the chain e-mail's claim Pants on Fire .
We read all 1,000-plus pages of the health care bill and were struck by the fact that it is largely silent on health care for illegal immigrants. Keep in mind that experts estimated there were 6.8 million uninsured illegal immigrants in the United States in 2007, out of a total of 11.9 million illegal immigrants. Right now, there are laws on the books that require hospitals to treat severely ill people who arrive at the hospital, regardless of immigration status, and we didn't see anything that would change those laws, either.
Most illegal immigrants are also now excluded from Medicaid, the government-run health care for the poor. We didn't see anything that would change that.

People talk about this being inappropriate, I would say yes, in that setting, obviously Wilson is completely able to speak out. However mid speech on national television is probably not the best. However it makes me wonder, would this have been more common in the days before the state of the union address was broadcast to the nation live? Id expect a lot of heated yelling like probably happened, anyone know??

So the origin of the SOTU is in our Constitution (Article II, Section 3) which states that...
"He (POTUS) shall from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient."
So that's why our Presidents deliver these addresses in the first place.
Now, during most of the country's first century, the President primarily only submitted a written report to Congress. (Without any in-person spoken delivery.) After 1913, Woodrow Wilson, the 28th U.S. President, began the regular practice of delivering the address to Congress in person as a way to rally support for the President's agenda. With the advent of radio and television, the address is now broadcast live across the country on many networks. The 1st POTUS's to have his address broadcast via the radio was Harding (locally) & Coolidge (nationally). And the 1st televised address was delivered by Truman (but only w/ limited coverage & time). And L.B.Johnson was the 1st POTUS to deliver a SOTU as we are familiar w/ it nowadays, broadcast nationwide w/ no time limit. Then Reagan was the one to really turn it into a kind of political theater -- inviting guests which the President recognizes during the speech, & really putting on a show for the public. (Makes sense since he came frm Hollywood.)
Ppl in the House chambers typically still maintained a kind of old school decorum -- behaving in a very formal dignified kind of way, & they were actually more respectful & willing to meet in the middle in mutual agreement on many (though not all) things, & were not at all so partisian as they are today.. Prior to right around Clinton's 3rd yr in office.
It's during that time that Newt Gingrich became Speaker, & he ushered in an era of hyper-partisanship, & things changed and became more vitriolic & tribal. But still, since the 70s it's been normal for the members of Congress in the Presidents party to stand & clap a lot, and for members of the opposing party to do so more sparingly.. And there would occasionally be some grumbles coming frm members of Congress in the opposing party (like 30 or 40 of them -- out of like 600 ppl on the floor) but nothing anyone could identify or really notice.. And there's been eye rolls, even some stink-eye thrown, but no blatant disrespect or outbursts, etc.
And the same goes for any formal address the President delivers to a joint session of Congress (like in this video).. Because a POTUS cant even enter the chamber w/o being granted permission via an invitation by the Speaker of the House, in writing. So when these kinds of speeches are delivered they are a big deal.. And members of Congress are supposed to conduct themselves w/ a certain level of etiquette & decorum, and abide by the rules (officially established & on the books) of conduct. Otherwise they can be subject to reprimand & be penalized.
So to answer your question, I dont think that there was heated yelling, or reactions like that taking place back in times of old before these things were broadcast outside the chamber.. Because these are speeches being delivered at the podium up in front, not arguments made on the House floor --- and theres a difference between these things. And there have been these formal rules (that I mentioned) in place for a very long time, some were even established at the time of our founding. (And some, like rules re: allowing women in, & updating the dress codes, etc. have been changed to better fit the times too.)
Now, there ARE times when the there's a lot more free-wheeling debate -- when the floor is opened to comments or arguments, usually when they are getting ready to vote on something &/or are crafting new legislation to be signed into law.. And ppl may have, & likely did, yell or get visibly upset or argue during these times -- prior to C-SPAN that is -- but I dont know that our elected officials in Congress have ever really gone at it w/ each other in the House chamber like that in the kind of way that you'll see other governing/legislative bodies do elsewhere. (Check out British Parliament for a good example. Or even Canada's, or frm any number of European countries. They get nuts, & on rare occasion even start throwing blows!)
